The Commonwealth Heritage Forum is seeking an experienced Project Development and Delivery Consultant to support the development, coordination and oversight of practical heritage training projects across the Commonwealth.

This is a part-time consultancy role for someone with strong experience in project development, stakeholder coordination and programme delivery, who is confident working across multiple partners, locations and workstreams.

About the Commonwealth Heritage Forum

The Commonwealth Heritage Forum is a charitable organisation committed to the conservation of the Commonwealth’s rich and diverse built heritage. Through training, advocacy and practical projects, CHF works with local communities and partner organisations to strengthen heritage skills, build local capacity and support the long-term protection of cultural legacy.

A major part of this work is delivered through the Queen Elizabeth II Platinum Jubilee Commonwealth Heritage Skills Training Programme, a multi-year initiative funded by The Vinehill Trust to expand heritage conservation and craft skills across Commonwealth countries.

About the role

The Project Development and Delivery Consultant will help identify, develop, coordinate and oversee practical heritage training projects across the Commonwealth. The role includes project scoping, partner coordination, delivery oversight, budget monitoring, reporting and problem-solving across live projects.

We are looking for someone who is organised, proactive and able to move confidently between project planning, relationship management, administration and delivery support. The successful candidate will help ensure that projects are well managed, aligned with CHF’s training objectives, and delivered responsibly in terms of budget, timelines and risk.

Key responsibilities

  • Identify and help develop practical heritage training sites and project opportunities across Commonwealth regions
  • Assess prospective projects for suitability, training value, delivery feasibility and alignment with CHF’s mission and programme priorities
  • Help shape project scopes, delivery models, timelines, budgets and milestones in collaboration with CHF colleagues and local partners
  • Manage and monitor the delivery of practical heritage training projects to ensure they are progressing to agreed timescales, budgets, contracts and standards
  • Work closely with delivery partners and project teams to support implementation and address issues as they arise
  • Build and maintain strong working relationships with local delivery partners, training organisations, consultants and other relevant stakeholders
  • Act as a key point of liaison between CHF and project partners in the UK and overseas
  • Work with colleagues to ensure that live projects are effectively linked to training opportunities, bursaries, fellowships, workshops and related activity
  • Support project budgeting, cost tracking and oversight of expenditure in conjunction with CHF leadership and finance colleagues
  • Monitor project spend and flag variances, risks or delivery pressures at an early stage
  • Prepare regular progress reports for CHF, funders and other stakeholders
  • Contribute to donor reporting, project documentation and wider programme communications
  • Promote safe and responsible working practices and take account of relevant health and safety, safeguarding, data protection and reputational considerations

Person specification

Essential

  • Significant experience in project development, project management or programme delivery, ideally in heritage, culture, education, international development or the non-profit sector
  • Demonstrable experience of coordinating multi-partner projects and managing delivery against timelines, contracts and budgets
  • Strong relationship-management skills, with the ability to work effectively across different cultures, organisations and stakeholder groups
  • Excellent organisational skills and the ability to manage multiple projects or workstreams simultaneously
  • Strong written communication skills, including experience preparing reports, updates and funding-related documentation
  • Good financial awareness, including experience monitoring budgets, contracts, project costs or partner payments
  • Ability to work independently in a remote setting while maintaining regular and responsive communication with colleagues and partners
  • Sound judgement, problem-solving ability and a practical approach to delivery challenges
  • Commitment to the aims and values of heritage conservation, training and international collaboration

Desirable

  • Experience of developing or overseeing practical conservation, heritage or built environment projects
  • Familiarity with heritage skills training, fellowships, bursaries or capacity-building programmes
  • Experience of working with international partners, particularly in Commonwealth or cross-cultural contexts
  • Knowledge of donor-funded programme environments and reporting requirements
  • Experience of contributing to fundraising, donor engagement or partnership development
  • Understanding of health and safety, safeguarding or compliance considerations relevant to project delivery

  • Location: Remote (UK-based only)
  • Hours: Part-time, 3 to 4 days per week
  • Duration: 12 months, with potential for renewal subject to satisfactory performance
  • Contract type: Independent contractor / self-employed consultant
  • Initial review period: 3 months
  • Day rate: £190+ per day, depending on experience
  • Travel: Some travel within the UK and internationally may be required, subject to programme needs and prior agreement
